Accountant

My client is looking for an experienced local government accountant for the period up to the end of May. The person is required to work on the following projects:-

1. Modelling income and expenditure in relation to the introduction of on-street car parking. Some work has been done by a firm of consultants but further refinement of the model is required.
2. Costing our waste and recycling service which is currently provided by a contractor to assist with entering into a shared service arrangement.
3. Evaluating the proposal put forward by a leisure trust which would involve the council acting as a loan guarantor.

These are complex projects and the candidate must possess the following:-

• Detailed understanding of local government accounting.
• Understanding of the Prudential Code and Capital Accounting Arrangements.
• Understanding of FRS25 and FRS26 and how this impacts on guarantees.
• Understanding of the latest SORP requirements.
• Experience of working within Environmental Services and/or Leisure Services would be advantageous.
